Developing your Federal Contracting "Footprint for Targeting "Attainable" Contract Opportunities

    Developing "Attainable" Federal Set Aside Contract Opportunities:

    Having just returned from several SB conferences at Hickam AFB, and in the Pacific Rim, I had provided a seminar on what many contractors are discussing, how the current federal cutbacks and the effects of sequestration is affecting your firm.

    Currently many of the base installations contracting divisions, Source Selection Committees, and Base CE's are seeking firms that can self perform, develop a direct approach to the contract RFP, and focus on providing technically acceptable Expertise, and selecting a strategic teaming partner that will compliment your core competencies as you compliment there's.

    As a former Chief of Contracting for both USACE under USARSUPTHAI, and a Senior Contracting acquisitions Director for PACDIV (NAVFAC) in the P.I., I have always focused on Teaming Agreements by firms that can decipher the project, identify opportunities that are directly related to each firms core capabilities, and opportunities  that will enhance your primary objectives.

    Questions to Ask when Selecting a Team-Partner:

     1. Have you reviewed your team partners primary contracting past performance?
      
     2. Have you discussed developing a "joint" direct approach for the proposal/SF 330?

     3. In developing a Capabilities Presentation while the opportunity is still in "Presol"            have you discussed performing a "Joint" Capabilities Presentation. Doing so
         shows the CO/KO how each firm compliments the RFP, how they compliment
         each other, and how much self performance each firm can provide the base
         contracting opportunity.
