    1.  RGS Opportunity, Norfolk VA, Senior Functional Analyst, Job Code 213

    DESCRIPTION:

    We are currently looking for a Senior Functional Analyst to join our team supporting the Commander, Naval Surface Force, U.S. Atlantic Fleet under the Surface Warfare Enterprise (SWE) construct. This position is focused on advising the Ship Class Squadron (CLASSRON) Commodores, civilian Deputies, and Chiefs of Staffs supporting the SWE Chief Readiness Officer (CRO). Specific areas of support will be for the Patrol Craft CLASSRON (PCRON) and Assault Craft CLASSRON (CRAFTRON). The successful candidate will support the goals of the SWE through consulting and mentoring in the best application of enterprise principles, and through analytical support for a mix of mid-grade officers and civilians.

    Responsibilities:

    Executive support, progress review, management of action items, metrics recommendations & revisions, data collection, data and metric analysis, enterprise financial analysis & process management, curriculum development and maintenance, web based training, individual training of key personnel, instructor led training, and production of monthly activity reports to:

    ·        Work with the government team to identify variances (gaps), provide explanations, and recommend corrective actions.

    ·        Recognize the constraints embedded in working within government systems and provide recommendations that strengthen enterprise management.

    ·        Identify opportunities for improvement of key interfaces within the CLASSRON construct.

    ·        Support Enterprise efforts to develop CLASSRON organization and management.

     Required Skills:

    ·        General Consulting Skills - Flexible, agile and responsive. Self-starter, but knows when to ask questions.

    ·        Subject Matter Expertise in Naval Surface Warfare.

    ·        Active Duty Navy Experience.

    ·        CLASSRON experience a plus

    2.  CSC Opportunity, Metro DC, PEO IWS Liaison

    We have the opportunity to fill a senior level PEO IWS Liaison Position on the Aircraft Carrier Refueling and Complex Overhaul (RCOH) Team.  The successful candidate will have:

    ·        Recent (within 2 to 5 Years) nuclear aircraft carrier Combat System / C5I operations and maintenance experience with a thorough knowledge of the operation and maintenance of the individual components and the overall systems.

    ·        Experience in serving as the interface between the carrier team and DESRON staff and fleet forces.

    ·        The ideal candidate has been defined by our customer as a recently retired aircraft carrier Combat Systems Maintenance Officer, or a Combat Systems Officer that has served as a CSMO.

    3.  CACI Opportunities:

    A.  Chesapeake, VA Lead Information Security Engineer JR 44625

    Duties:

    CACI has an opening for a Lead Information Security (INFOSEC) Engineer in our Chesapeake, VA location in support of the e-Benefits Portal Development project. The selected candidate will:

    ·        Be responsible for conducting and reviewing security accreditation packages in accordance with the Veterans Administration (VA) Information Technology Security Certification and Accreditation Process and VA Information Assurance (IA) Documentation.

    ·        Review System Security Authorization Agreements, feedback from Red Teams and Certifications Agents, and other vulnerability assessments that are used to target systems at risk. 

    ·        Provide technical guidance focused on architecture information security.

    ·        Ensure the security design and implementation of applicable site is in accordance with the governing VA Certification & Accreditation process.

    ·        Monitor and document system threats, vulnerabilities, and existing security measures or safeguards.

    ·        Monitor and document risk factors such as operational criticality of the system, sensitivity or value of information, and associated security environment.

    ·        Provide security certification and accreditation support to operational sites, fielded systems, and systems under acquisition.

    Required Qualifications: Must be eligible to obtain a DoD SECRET Security Clearance.

    Requires a bachelor's degree in engineering or computer science or equivalent experience and 7 to 9 years of IT systems security experience. This experience must include:

    ·        Knowledge of VA IA policies and documentation. 

    ·        Experience in web development or administration.

    Certification in accordance with DoD 8570.1, at a minimum of an IA Technical Level 2 within 6 months of hiring. 

    Desired Qualifications: Advanced degree will be seen as beneficial.

    B.  Norfolk, VA, Senior Technical Project Manager, JR 44631

    Duties:

    The Senior Technical Project Manager will be responsible for managing the design and development of software utilizing Capability Maturity Model for Integration (CMMI) Level 3 processes and Earned Value Management (EVM). The selected candidate will identify and define overall project scope and manage all resources, including subcontractors, required to get to project completion.  This individual will also be responsible for interfacing with the government to resolve complex issues.

    Required Qualifications: Must be eligible to obtain a DoD SECRET Security Clearance.

    Typically requires bachelor's degree (Engineering or Computer Science) or equivalent experience, and 12 to 15 years of related IT system development experience. This experience must include:

    ·        Three to five years of project supervisory/execution experience including supervising personnel, scheduling work, writing proposals and preparing bids.

    ·        Eight years of direct work experience in the design, requirements definition, development, test and evaluation and deployment of complex software systems.

    ·        Project Management Professional (PMP) certification.

    ·        Minimum eight years of experience in Microsoft Office and especially Microsoft Project.

    ·        Knowledge of Federal Acquisition Regulations and DoD procurement policies and procedures.

    ·        Heavy experience with EVM and CMMI.

    ·        Strong oral and written communication skills.

    Desired Qualifications:

    ·        MS in Engineering or technical field is highly desirable.

    ·        Experience in the Agile/Scrum methodology would be considered beneficial.

    C.  San Diego, CA, Lead Logistics Analyst, JR 44634

    Duties:

    CACI has an immediate opening for a Logistics Analyst, Lead to support the Navy's Space and Naval Warfare Systems Command (SPAWAR) PMW160 Program Office located in San Diego, CA. This individual will be responsible for the successful execution and some supervision of Integrated Logistics Support (ILS) to PMW160's Networks, IA, ADNS, and Enterprise Services programs. Specific responsibilities include: 

    ·        Provide direct Integrated Logistics Support (ILS) to the PMW160 Program Office ILS representative(s).

    ·        Display a working knowledge of the Acquisition process (SECINST 5000.2) required.

    ·        Determine and/or verify ILS requirements across all U. S. Navy life cycle logistics elements including supply support, configuration management, facilities, personnel, safety, modernization, maintenance and computer resources.

    ·        Develop/review/update ILS documentation as required by the program(s). 

    ·        Direct and coordinate program activities designed to ensure effective and economic support.

    ·        Anticipate logistics problems related to operational area and environmental and human factors; determine contingency requirements and solutions.  

    ·        May participate in, design and/or conduct research or technical studies to support logistic

    ·        Effectively represent customer at meetings and program reviews.  

    Additional responsibilities include: administrative tasks associated with a limited supervisory position; provide ILS experience and expertise, when necessary, to ensure the highest level of support for team members and customers alike.

    Required Qualifications: Must have a current DoD SECRET Security Clearance to qualify.

    Position requires bachelor's degree (in Logistics Management, Mathematics, or related field) or equivalent, (six additional years of experience can be substituted in lieu of degree requirement) and seven to nine years of related logistics experience.  This experience must include:

    ·        Experience with and a strong working knowledge of the Acquisition Process as described in SECNAVINST 5000.2.

    ·        Experience with Navy logistics programs (C4I programs a plus).

    ·        Experience with Navy Shipboard Supply and Parts Systems. 

    ·        Mastery of all MS Office applications and Microsoft Project.

    ·        Ability to: speak with senior Government officials and military Senior Officers in formal and informal settings.

    ·        Ability to work within multi-discipline organizations.

    ·        Ability to write and deliver oral presentations on a variety of concepts to all levels of personnel.

    ·        Ability to establish and maintain effective working relationships across all levels of a geographically dispersed organization.

    Must be willing to travel up to 10% of time

    Must have a current favorable adjudication of DoD investigation for public trust positions (SF85P) to qualify.  DoD clearance of SECRET or higher fulfills this requirement.
